Summary:

Supports the Facilities Department by providing strategic oversight of environmental health and safety programs to ensure safe, compliant, and sustainable operations across all district facilities. Oversees regulatory compliance in key areas such as hazardous materials, indoor air quality, AHERA, and stormwater. Leads proactive initiatives—including inspections, training, and safety audits—to foster a culture of health, safety, and environmental stewardship for students, staff, and the community.

Responsibilities: 

  • Maintain and oversee the District’s Asbestos Hazard Emergency Response Act (AHERA) program to ensure compliance with federal, state, and local regulations. Conduct periodic building surveillance and mandated three-year asbestos re-inspections of asbestos-containing materials. Respond to both emergency and routine abatement needs as required. 
  • Coordinate AHERA management plans for newly acquired facilities and update existing plans to maintain full regulatory compliance.
  • Administer the District’s Indoor Air Quality (IAQ) program by assessing and responding to IAQ concerns, including the collection of air samples, monitoring of pollutant exposures and airflow, and preparing comprehensive written reports. 
  • Coordinate and conduct mold assessments, sampling, cleanup, and abatement activities, as well as radon measurements and mitigation efforts to ensure compliance with regulatory requirements. 
  • Maintain compliance with EPA’s Lead Renovate, Repair, and Paint (RRP) rule by sampling and identifying lead within the District facilities. Implement and track corrective actions to protect the health and safety of building occupants.
  • Coordinate compliance with the District’s Colorado Department of Public Health and Environment (CDPHE) Municipal Separate Sewer System (MS4) Permit Across All facilities and properties. Responsibilities include supporting public education and participation, illicit discharge detection and elimination, construction site stormwater control, post-construction stormwater management, pollution prevention, and good housekeeping practices.
  • Administer hazardous material management activities to ensure compliance with applicable State and Federal regulations as a Very Small Quantity Generator (VSQG). Responsibilities include managing generator status, transportation, storage, treatment, and disposal of hazardous materials, as well as maintaining required documentation and records.
  • Monitor and track all department-specific licenses and certifications for Facilities staff. Verify that credentials remain current and identify or recommend training programs required to maintain or enhance staff qualification, ensuring ongoing compliance and professional development.
  • Coordinate the District’s drinking water program in partnership with the Colorado Department of Public Health and Environment (CDPHE) to monitor lead and other contaminants in all District drinking water fixtures. Ensure compliance with all sampling, testing, and reporting requirements, and communicate results to school administrators, staff, and District maintenance managers. Oversee and implement corrective actions as necessary to maintain safe drinking water throughout District facilities.
  • Oversee all annual fume hood inspections and performance evaluations, ensuring they are conducted by personnel with appropriate training and certification. Track and verify the implementation of corrective actions identified in inspection reports to maintain safe and compliant laboratory operations.
  • Manage the calibration of all indoor air quality (IAQ) sampling and monitoring instruments to ensure accurate and reliable measurements. Maintain complete and accurate records of all calibration activities in accordance with regulatory and District requirements.
  • Collaborate with local Fire Protection Districts to coordinate and manage semi-annual inspections. Review findings with school administrators and staff, and ensure that all necessary corrective actions are implemented to maintain compliance and safety throughout District facilities.
  • Responds to environmental emergencies in the district. Respond as essential personnel in case of an emergency, weather or environmental event, and/or school/facility/district closure.
  • Perform other duties as assigned. 

Qualifications: 

Required: 

  • Bachelor’s degree or equivalent job experience and training in Environmental Science, Hazardous Materials or related field. 
  • Minimum of three years of experience in one or more of the following areas: environmental compliance, hazardous materials/waste management, asbestos inspection/abatement or indoor air quality. 
  • Specialized technical courses or certifications related to Environmental Services. 

Preferred: 

  • Minimum of three years of experience related to environmental services in K-12 public schools.
  • Certified Environmental Specialist, HAZCOM, Mold Inspector, LEED Green Associate.

Salary Information: 

Salary Placement varies according to experience and education.

*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule).
