Summary:
The Early Childhood Education(ECE) Universal Preschool Specialist will support ECE leadership with the implementation and management of the Colorado Universal Preschool (UPK) Program. They will create, maintain and update department procedures that ensure district students are enrolled in the UPK on-line application system. The specialist will oversee compliance with child care licensing rules and regulations as related to program and staff records, background checks, required training and updating licenses.
Responsibilities:
- Monitor and update the system that tracks child care licensing compliance requirements from the Colorado Department of Early Childhood.
- Complete all hiring and onboarding requirements for preschool positions, including state-mandated background checks as per the Colorado Department of Early Childhood, and ensure timely follow-up on any missing items. Review new hire paperwork and documentation to verify that site and personnel qualifications are current and accurate. Monitor the completion of required childcare onboarding paperwork for preschool employees.
- Create and maintain protocols and supporting documents that support community access and enrollment in the Colorado Universal Preschool Program.
- Create and maintain internal systems that support the connection between all district departments that support the Colorado Universal Preschool Program and the ECE Department.
- Track, communicate, and meet UPK enrollment deadlines and compliance requests for district families and departments, including Special Education and Business Services.
- Attend Colorado Department of Early Childhood (CDEC) and Local Coordinating Organization (LCO) Meetings/Office Hours and report back to the ECE team. Attend weekly district level enrollment meetings to track and implement changes in the UPK software for individual students.
- Support the ECE Enrollment Team during the family application process in the UPK parent portal. Identify issues with individual family applications, the parent portal system, BVSD representation on the UPK website, and UPK payment reporting. Liaise with BVSD, BVSD's Local Coordinating Organization, CDEC, and MetrixIQ to seek resolution to issues.
- Perform other duties as assigned.
Qualifications:
Required:
- Bachelor's Degree from an accredited institution.
- Minimum of three years of professional experience working in a school district or professional services organization that manages audits and compliance with state and federal rules and statutes.
- Completed and submitted BVSD online application.
- Communicate (read, write and speak) in English.
- Must have a valid driver's license.
Preferred:
Bachelor's degree in ECE or related field.
Demonstrated knowledge of the Child Care Licensing Act, child care licensing system rules and regulations, policies and practices, and child care licensing best practice standards
Demonstrated experience implementing staffing plans
Ability to effectively engage people, organizations, and partners in solution based conversations
Ability to effectively transmit ideas, instructions and information through clear and concise written and verbal communication methods
Demonstrated ability to manage an audit process from beginning to end
Proficient computer skills
Time Management
Ability to follow all applicable department procedures, school district policies and regulations, state licensing rules, and federal laws
Ability to travel to/from Ed Center to events related to recruitment
Salary Information:
Salary Range 2:$66,226.00 - $99,341.00
Salary Placement varies according to experience and education.
*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule). BVSD engages in a salary placement process vs. a salary negotiation process.
