Summary:
At the direction of the Human Resources (HR) Director of Talent Acquisition and Retention, the HR Partner supports district-wide recruitment, retention, and staffing efforts for all employee groups. Responsibilities include managing job postings, sourcing and screening candidates, verifying licensure, calculating compensation, processing personnel actions (onboarding, contracts, pay adjustments, additional assignments, and offboarding), and ensuring compliance with legal, policy, and negotiated agreements. The specialist guides candidates and hiring managers through the hiring process, coordinates orientations, develops and delivers training, and ensures the accuracy of HRIS data. The HR Partner also manages the full lifecycle of substitute staffing operations, including recruitment, selection, onboarding, and daily placement coordination—while maintaining accurate data, conducting orientations, troubleshooting issues, collaborating with internal departments, and providing timely support to ensure efficient substitute coverage and compliance with HR procedures. Additional duties include organizing recruitment events, attending job fairs, collaborating with university partners, creating marketing materials, generating reports for data analysis, and supporting process improvements to enhance HR services and diversify the workforce while maintaining strict confidentiality and discretion.
Responsibilities:
- Create, post, and manage all job openings across internal and external platforms. Source, screen, and evaluate candidates based on job qualifications and requirements. Share qualified applicants with hiring managers and guide them through the recruitment and selection process in alignment with legal and negotiated agreement requirements. Attend job fairs, coordinate district-wide recruitment and retention events, and build strategic candidate pipelines to enhance diversity and inclusion.
- Provide end-to-end support for candidates throughout the application, interview, offer, pre-boarding, and onboarding stages. Calculate compensation, determine salary placement based on education and experience, and extend, negotiate, or revise job offers. Monitor candidate progress and maintain open communication with hiring managers to ensure timely updates and informed decisions.
- Process, track, verify, and record employee contracts, pre-boarding and onboarding documents, educational worksheets, rehires, transfers, retirements, resignations, and other personnel actions, ensuring data accuracy and that BVSD policies and procedures are followed.
- Monitor hiring workflows for candidates who have accepted offers, maintain regular communication to ensure timely completion of tasks, and keep hiring managers updated on candidate status and any delays.
- Assist district stakeholders in navigating ERP systems and recruitment tools. Troubleshoot hiring process errors and ensure compliance with district policies and procedures to maintain a seamless hiring process. Partner with supervisors to review and update job descriptions and job postings.
- Develop and deliver training for hiring managers and office professionals on topics including recruitment, screening, compliance, and system usage. Schedule and facilitate new employee and student-teacher orientation, ensuring alignment with district values, policies, and onboarding expectations.
- In collaboration with the Director of Talent Acquisition, maintain university partnerships and support student-teacher pipelines. Track and process required paperwork and serve as a liaison between universities, host schools, and candidates.
- Manage the full lifecycle of substitute staffing operations including recruitment, selection, onboarding, and daily placement coordination. Maintaining accurate data, conducting orientations, troubleshooting issues, collaborating with internal departments, and providing timely support to ensure efficient substitute coverage and compliance with HR procedures.
- Ensure accuracy of job and personnel data within ERP systems. Analyze and report recruitment metrics and job fair outcomes. Use data insights to improve hiring strategies, support HR initiatives, and inform process improvements.
- Perform other duties as assigned.
Qualifications:
Required:
- Minimum of five years of professional HR experience OR three years of professional PK-12 HR experience.
- Bachelor's degree or 7+ years of professional work experience in human resources or a related field.
- Completed and submitted BVSD online application.
- Experience working in a PK-12 environment.
Salary Information:
Salary Range 4: $75,859.00 - $113,788.00
Salary Placement varies according to experience and education.
*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule).
