Summary:The Executive Director of Security, Emergency Management & Transportation Services provides strategic leadership and operational oversight for Boulder Valley School District’s Safety, Security and Emergency Services as well as its Transportation Department. This role ensures the consistent delivery of safe, secure, and efficient services that support the academic and operational success of all students and staff.
Responsibilities:
- Department Oversight, Leadership, and Policy-Level Decision-Making: Provide executive-level leadership and strategic oversight for the Safety, Security & Emergency Management and Transportation departments; Set vision, establish performance metrics, and lead department-wide initiatives aligned with BVSD's strategic plan, Board goals, and operational priorities; Develop, review, and revise district policies and internal procedures related to student transportation, safety, security and emergency preparedness; Build and maintain collaborative relationships across all BVSD schools, departments, and leadership teams to advance a culture of safety and service excellence; Interpret and implement Board policy and directives in collaboration with senior leadership and stakeholders.
- Operational Management, Planning, and Strategic Initiatives: Direct the design, execution, and continuous improvement of district-wide safety, security, emergency management, and transportation systems; Oversee daily operations for student transportation, including routing, scheduling, fleet optimization, and service delivery for both general and special education students; Manage departmental operations to ensure consistent service across schools, alignment with staffing models, and responsiveness to needs; Lead strategic initiatives to improve safety outcomes, enhance transportation services, reduce greenhouse gas emissions, and support sustainability initiatives; Collaborate with internal departments and external partners on cross-functional projects that advance student access and well-being.
- Personnel Management and Staff Development: Directly and indirectly supervise approximately 300 employees across two departments, including administrators, supervisors, support staff, and classified personnel; Evaluate staff performance and implement professional development strategies to support employee growth and operational excellence; Promote a positive and inclusive culture of teamwork, accountability, and continuous learning.
- Law Enforcement Engagement and Interagency Collaboration: Provide leadership in developing shared safety standards and response coordination with external partners; Negotiate and manage intergovernmental agreements and Memorandums of Understanding (MOUs) with municipalities within District boundaries (Boulder, Broomfield, Louisville, Lafayette, Superior, Nederland, and Erie) to establish law enforcement engagement protocols aligned with district needs, community relations, Board policies, and resolutions; Serve as the primary liaison to law enforcement agencies, government and regulatory bodies, Fusion Centers, and the Colorado School Safety Resource Center; Act as the designated representative for Boulder Valley School District within the Boulder County Emergency Operations framework.
- Prevention, Risk Management and Threat Assessment: Lead the District’s multidisciplinary Risk Assessment Team, a multidisciplinary group, to evaluate, support and monitor student risk factors; Collaborate with Student Services and school leadership to provide wraparound supports following threat assessments; Lead the District Safety Committee and ensure continuous improvement of district-wide safety protocols; Conduct annual reviews of emergency response and crisis management plans in compliance with state and federal guidance; Guide the planning and installation of security system upgrades and safety infrastructure improvements.
- Legal Compliance, Safety Enforcement, and Incident Management: Maintain 24/7 readiness for emergency response, crisis support, and coordination with first responders; Ensure compliance with all applicable federal, state, and local regulations regarding K-12 safety, transportation, and emergency preparedness; Support Human Resources and Legal Services during investigations involving safety concerns, parent complaints, employee misconduct, Title IX matters, and judicial inquiries; Triage and manage incoming Safe2Tell tips, emergency communications and incident reports.
- Professional Development and Training: Develop and implement training programs that support staff development, team building, district initiatives, and best practices related to safety, security, emergency management and transportation; Create and deliver specialized training to school leaders to build their capacity for managing crisis situations effectively and consistently; Manage and conduct training sessions for administrators, security agents, staff, students, and community members on security issues, including the District Emergency Operations Plan; Partner with external agencies and community organizations to deliver relevant safety and emergency preparedness trainings.
- Communications and District Representation: Develop and present verbal, visual, and written communications related to Safety, Security, Emergency Management, and Transportation Services; Respond to public records requests, and media inquiries in coordination with the Communications Department; Ensure transparent post-incident communication and debriefs with internal and external stakeholders.
- Budget Management and Financial Oversight: Develop, manage, and oversee the annual budget, ensuring alignment with the District’s strategic goals, programmatic priorities, and financial needs; Oversee grant projects supporting Safety, Security, and Emergency Management and Transportation Department initiatives; Review and evaluate monthly budget reports, initiate necessary adjustments and provide strategic guidance to managers on implementing changes; Approve purchases, negotiate vendor contracts, and evaluate site requests for security-related support and supplies; Prepare reports and documentation, including cost-saving analysis, and support data collection for the CDE 40 count; Establish and maintain appropriate financial controls for approving expenses related to wages, operations, equipment, vehicles, contracts, and supplies.
- Technology and Security Systems: Lead the evaluation, selection, and implementation of safety and transportation technologies; Monitor system performance and coordinate upgrades or replacements as needed; Develop protocols and policies governing access to security technologies.
- Family and Community Engagement: Serve as an accessible resource for families regarding student transportation, school safety, and emergency preparedness; Participate in community events related to safety, security, emergency management and transportation; Collaborate and coordinate with the Department of Special Education to provide reasonable, safe, and prudent transportation services in compliance with the Individual with Disabilities Education Act (IDEA) and Free and Appropriate Education (FAPE).

Qualifications:
Required:
- Bachelor’s Degree with a major pertinent to the position requirements: Law Enforcement, Security, Emergency Planning, Social Sciences, Criminology or related field.
- Minimum of 5 years of professional work experience in the field of Business Administration, Transportation, Logistics, Supply Chain, Education, or other related field. Must demonstrate experience in experience in: Management, budget, school safety, emergency management and transportation
- Experience leading teams and building a strong organizational culture.
Preferred:
- Experience leading operations, transportation, logistics, security, emergency management or a related field.
- A minimum of three years experience in an operational leadership capacity at the Director role or greater responsibility.
- Demonstrate a foundational understanding of Title IX, as well as relevant federal and state laws and regulations, ensuring compliance and promoting an equitable and safe environment for both students and employees. This includes knowledge of best practices related to discrimination, harassment, and the rights of students and employees, with a commitment to fostering a culture of inclusivity, fairness, and respect for all individuals.

*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule).
