Summary:
Develop and manage a safe and efficient transportation system that supports students in accessing curricular and extracurricular opportunities. Oversee all aspects of fleet operations and student transportation, including employee training, supervision, and fostering positive interpersonal relationships within the team. Administer the department's budget, ensure responsible vehicle procurement, and uphold fiscal accountability. Ensure compliance with district policies and state and federal regulations. Serve as a point of contact for departmental inquiries, addressing concerns from parents, staff, and community members while maintaining strong, collaborative relationships.
Responsibilities:
- Responsible for the daily comprehensive operation of the District’s Transportation Department. Supervise the transportation of thousands of students daily. Oversee the District’s transportation fleet, composed of buses and the white fleet for safety, effectiveness, and efficiency for students, staff, and community.
- Responsible for the District-wide scheduling for pupil transportation. Develop and monitor transportation services for all bus routes that provide transportation for students. Schedule buses for district and non-district activities. Plan services for all bus routes and coordinate school times, boundaries, walk distances, services and costs. Coordinate and supervise scheduling methods for route development for regular and special education services.
- Develop, plan and monitor the transportation budget and administer the expenditures of funds as allocated. Prepare documents and reports as necessary to include budget cost savings scenarios. Assist to compile information for CDE 40 count. Accountable for set up of appropriate controls to approve expenditure for wages, operating expenses, equipment, vehicles, contracts, materials and supplies.
- Promote a productive environment for all district staff and students by recognizing and solving problems, and encouraging teamwork, creativity, and understanding. Supervisory responsibilities include hiring, disciplining, terminating, directing work, assigning work, training, and evaluating
- Review and develop procedures as necessary to increase the safety and efficiency of the District-wide transportation services
- Develops and maintains a safety program for the Transportation Department. Conducts periodic inspections of equipment and schedules necessary repairs in accordance with national and state guidelines. Identify areas needing additional training, redirection and support for employees to be successful.
- Collaborates with school administrators to promote positive student behavior and address any concerns that arise on school buses
- Establish and maintain an effective public relations program for the achievement of customer service. Respond to customer inquiries, determine and implement action required. Provide a support system for parents and students to address concerns that arise from daily operations.
- Is responsible for the development and maintenance of an annual procedure manual which includes bus schedules and routes.
- Observe weather conditions and work collaboratively with the leadership team in the development of procedures and recommendations for school delays and/or closures during emergencies and/or adverse weather.
- Collaborate and coordinate with the Department of Special Education to provide reasonable, safe, and prudent transportation services in compliance with the Individuals with Disabilities Education Act (IDEA) and Free and Appropriate Education (FAPE)
- Perform other duties as assigned.
Qualifications:
Required:
- Bachelor’s Degree with a major in: Business Administration, Transportation, Education or other related field
OR
- Minimum of 5 years of professional work experience in the field of Business Administration, Transportation or Education or other related field.
- Demonstrate a foundational understanding of Title IX, as well as relevant federal and state laws and regulations, ensuring compliance and promoting an equitable and safe environment for both students and employees. This includes knowledge of best practices related to discrimination, harassment, and the rights of students and employees, with a commitment to fostering a culture of inclusivity, fairness, and respect for all individuals.
Preferred:
- Minimum of three years experience in: School Transportation
Salary Information:
Salary Range 11: $109,165 - $163,747
Salary Placement varies according to experience and education.
*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule). BVSD engages in a salary placement process vs. a salary negotiation process.
