Summary:

This position has primary responsibility for BVSD’s Grants program, which generates between $10M to $20M annually toward district core programs, new strategic initiatives, and support programs and services. The Director of Federal Programs and Grants is responsible for planning, developing, and executing grant writing for major funding, promoting grant writing by others throughout the district, and managing BVSD’s accountability process for grants.

Responsibilities: 

  • Generate and/or maintain grant funding. Research, draft, organize and submit the district’s major grant applications for governmental and private-sector funding. Provide the expertise and leadership necessary to support timely submission of major funding proposals, both new and recurring. Work with district leadership, program directors and coordinators, school principals, and other staff as needed to develop high priority grant applications. Perform timely periodic research on grant opportunities and provide briefings on these to educational leadership. Establish priorities and strategies for BVSD grant-seeking consistent with the district’s fiscal goals, the maintenance of core programs and services, and the promotion of strategic initiatives. Maintain strong relationships with major grant sources.
  • Develop project plans, budgets, and evaluations. Develop short and long term project plans, in either an independent, collegial or facilitative mode, that are responsive to both institutional needs and funding priorities. This may include needs assessments, environmental scans, goals and objectives, timelines, management and staff structures, detailed service delivery plans, partnership agreements, evaluation plans, and multi-funded and multi-year budgets.
  • Coordinate grant data requests. Compile, analyze, synthesize and make compelling presentations of the data, statistics, and academic research from programmatic staff for funding proposals or reports.
  • Provide guidance and resources. Supply expertise and information to other district staff and volunteers who are writing grants. This may include templates, training resources, one-on-one or group grant-writing training, reviewing and editing grant RFPs and drafts, providing data and research, supporting documents and budget materials. Provide timely and appropriate information on current grant opportunities to stimulate new grant activity. Create and maintain an up-to-date written manual on grants (BVSD Grants Guide) for other grant writers.
  • Direct the district’s grants accountability process. Establish, articulate, publish and/or disseminate district policies and procedures for grant accountability; review all grants for legal/policy compliance; implement review processes; advise district leadership regarding approvals; maintain comprehensive records of grants written and received; monitor and advise regarding compliance of grant-funded projects with applicable laws, regulations and guidelines; submit interim or final reports as required. Provide documentation of grants and grant-funded programs to support fiscal and program audits.
  • Initiate, promote, and maintain major partnerships. Establish and maintain relationships with governmental, institutional, and community partners; broker inter-agency relationships and collaboration, particularly as they relate to grants, grant-funded projects and sub-awards. Serve as a focusing agent in funded projects to bring compatible internal/external programs together for maximum relevance, funding, and non-duplicative impact.
  • Manage the Grants Office. Maintain comprehensive file systems concerning grants (7 years); manage the department’s budget; communicate department objectives and results to district leadership; participate in BVSD committees, communications vehicles, and other forums as appropriate.

Qualifications: 

Required:

  • Bachelor’s Degree or equivalent advanced training pertinent to the position requirements.
  • Minimum of five years experience in grant writing, federal grant management, fundraising or equivalent experience.
  • Completed and submitted BVSD online application.
  • Must have a valid driver's license.

Preferred:

  • Certified Fund Raising Executive credential preferred
  • Work within the nonprofit sector, government, and in private-sector business or work in education. 
  • Skills, knowledge, and experience and a strong track record of success that shows exemplary grant-writing skills.
  • High quality technical writing and editing skills.
  • Knowledge of the complete grant proposal development, oversight, and closeout process. 
  • Knowledge of federal, state, and private funding resources, formats, standards, and regulatory/legal requirements for grant applications and reporting. 
  • Ability to reconcile multiple needs and opportunities (organizational, department, school, community) and set grant priorities for maximum impact on district priorities. 
  • Knowledge of and/or ability to quickly develop a broad understanding of current K-12 educational and management practices, including federal/state law/regulation, pedagogical philosophy, school and classroom management, and content-area standards and best practices, such that this knowledge can be applied to grant opportunities. 
  • Ability to independently manage multiple simultaneous projects and deadlines in order to flexibly assess relative work priorities while working independently on tasks for sustained periods. 
  • Exceptional communication and interpersonal skills. 
  • Ability to work effectively with staff at all levels in BVSD as well as external partners and volunteers. 
  • Exceptional organizational skills. 
  • Ability to independently produce final documents (summaries, reports, model materials, applications, budgets, manuals, case statements, web pages, etc.) for external and internal use. 

Salary Information: 

Salary Range 11: $111,359.00 - $167,038.00

Salary Placement varies according to experience and education.

*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule).
