Summary:

In collaboration with the Executive Director of Security, Emergency Management and Transportation Services, the Assistant Director provides leadership and operational oversight for critical district services, ensuring a safe, efficient, and compliant environment for students, staff, and community members. General responsibilities include development of district and department policies and procedures pertaining to safety and security, developing and implementing district wide systems and structures related to safety, security and risk assessment, provide safety and security presentations to stakeholders, provide staff training organization wide, recruitment and selection of staff, completion of performance evaluations, preparation and administration of the safety and security budget, emergency management and planning, crisis response and ensuring we maintain operational capabilities to serve our community 24x7x365 without interruption. 

Responsibilities: 

  • Departmental Oversight and Operational Management: Assists in overseeing the daily operation of the District's Transportation Department, supervising the transportation of thousands of students, and overseeing the District’s transportation fleet for safety, effectiveness, and efficiency; Assists in overseeing daily operations of the Safety, Security, and Emergency Services Department, including support for the Security Operations Center, District Security Agents, Campus Safety and Security Monitors, School Safety Advocates, and District Threat and Risk Assessment Team; Directs and communicates policies and procedures to supervisors and staff to ensure effective delivery of services across all areas of responsibility; Develops and monitors district-wide scheduling for pupil transportation, including bus routes for regular and special education services, and coordinates school times and activities; Supports the implementation of district-wide safety and security systems, such as access control, CCTV, intrusion, and fire systems, ensuring 24/7 operational capabilities; Observes weather conditions and collaborates with the leadership team in developing procedures and recommendations for school delays and/or closures during emergencies and/or adverse weather.
  • Budget Management and Financial Oversight: Assists with developing, planning, and monitoring the department's budget, administering expenditures, including initiating requisitions and coordinating resource allocation and ensuring responsible vehicle procurement; Assists with establishing appropriate controls to approve expenditures for wages, operating expenses, equipment, vehicles, contracts, materials, and supplies; Assists with managing the capital reserve fund. 
  • Personnel Management and Staff Development: Promotes a productive environment for all district staff and students by recognizing and solving problems, encouraging teamwork, creativity, and understanding; Supervisory responsibilities include hiring, disciplining, terminating, directing work, assigning work, training, and evaluating department staff; Develops and delivers training programs for school staff on emergency response, de-escalation techniques, threat assessments, crisis management, and other safety and operational topics; Ensures adequate training is provided to all staff to match the skill levels required for high-quality services to the district. 
  • Safety, Risk Management, and Compliance: Reviews and develops procedures as necessary to increase the safety and efficiency of district-wide Transportation Services and Security Services; Develops and maintains a comprehensive safety program for the Transportation Department, conducting periodic equipment inspections and scheduling necessary repairs in accordance with national and state guidelines; Ensures compliance with district policies and state and federal regulations, including those pertaining to K-12 school security operations, CDL requirements, driver qualifications, vehicle inspections, and safety drill standards; Supports the development, review, and implementation of the district’s Emergency Operations Plan, including protocols for lockdown, secure, shelter-in-place, evacuation, and reunification; Assists in the oversight and direction of the District-wide Risk Assessment Team, developing and managing processes related to Student Safety Plans; Coordinates with Legal Counsel on the application, investigation, and cross-over of Title IX investigations and criminal investigations. 
  • Stakeholder Engagement and Community Relations: Establishes and maintains an effective public relations program for customer service, responding to inquiries and addressing concerns from parents, staff, and community members; Collaborates with school administrators to promote positive student behavior and address concerns on school buses; Oversees outreach efforts to engage parents, families, and community organizations in safety initiatives, and serves as a liaison with local law enforcement, fire departments, and other agencies; Collaborates and coordinates with the Department of Special Education to provide reasonable, safe, and prudent transportation services in compliance with the Individuals with Disabilities Education Act (IDEA) and Free and Appropriate Public Education (FAPE).
  • Perform other duties as assigned. 

Qualifications: 

Required:

  • Bachelor’s Degree 
  • Minimum of 5 years of professional work experience in a leadership position in the field of Business Administration, Transportation, Logistics, Supply Chain, PK12 Education system, Safety and Security or other related field, with demonstrated experience in emergency management and security operations. 
  • Must have a valid driver's license.
  • Retired Law Enforcement or must obtain a Concealed Carry Permit within 6 months.
  • Completed and submitted BVSD online application.

Preferred:

  • Demonstrate a foundational understanding of Title IX, as well as relevant federal and state laws and regulations, ensuring compliance and promoting an equitable and safe environment for both students and employees. This includes knowledge of best practices related to discrimination, harassment, and the rights of students and employees, with a commitment to fostering a culture of inclusivity, fairness, and respect for all individuals. 
  • Demonstrated experience with training and legal compliance. Demonstrated experience with setting priorities, establishing goals and driving initiatives to completion. 
  • Thorough knowledge of hiring practices and personnel management. 
  • Demonstrated experience in crisis management. 

Salary Information: 

Salary Range 9*:$98,284.00 - $147,425.00

Salary Placement varies according to experience and education.

*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule).
